FSMA Food Defense Workshop (4 CEUs) – Bob Hirst, IBWA


This is your chance to learn more about the FDA proposed rule for intentional adulteration and to apply it to your facility using FDA’s food defense plan builder software. Bring your current food defense plan and update it for FSMA! NOTE: Participants are encouraged to bring a laptop with a copy of the FDA food defense plan builder software already installed. Instructions for downloading will be provided in advance of the workshop.

FSMA HACCP Workshop (4 CEUs) – Bob Hirst, IBWA
With Congress’ passage of the Food Safety Modernization Act at the end of 2010, implementation of the bill will now REQUIRE HACCP programs at food and beverage facilities. In response to this renewal of HACCP’s importance on the national level, IBWA is offering an updated version of the 1999-2003 HACCP Workshop. This workshop will go beyond the filler to the case packer, palletizer, and loading dock to include warehousing and distribution of bottled water, as required by the act. This session will include application of the proposed preventive controls rule to your facility’s HACCP/preventive controls plan. NOTE: This session includes a copy of IBWA’s HACCP workbook.

Bob Hirst is the International Bottled Water Association’s Vice President of Education, Science, and Technical Relations.  Bob manages the Association’s annual bottled water plant HACCP-and GFSI-based audit program, bottled water security initiatives, and education program.  He provides educational services to member companies and speaks to domestic and international organizations and government agencies on a variety of bottled water technical and regulatory issues, including groundwater management, water treatment and processing, bottled water security, good manufacturing practices (GMPs), HACCP, and quality standards.  Bob has technical and regulatory experience in both government and private sectors, having served with a federal food safety agency (US Dept. of Agriculture), a state drinking water agency (NJ Dept. of Environmental Protection), and two testing and consulting companies.  His industry experience includes quality assurance, process control, packaging, laboratory analysis, new natural water source evaluation and permitting, and plant startup procedures with a bottled water company with plants in Pennsylvania, Florida, and California.

Bob has a Bachelor of Science (BS) degree in Biology from Delaware Valley College in Doylestown, Pennsylvania.  He has also completed graduate level courses in environmental chemistry at Rutgers University in New Brunswick, New Jersey.

Certified Plant Operator Exam (CPO)
The IBWA Code of Practice requires members to have at least one Certified Plan Operator (CPO) in each member facility. The 2014 SEBWA Convention in Panama City Beach, FL is an ideal time to become certified, or to obtain CEUs to keep your certification current. To become certified, use the IBWA Plant Technical Reference Manual and Bottled Water Code of Practice to study for the CPO exam, scheduled for Thursday, May 1, 2014.To keep certification current, CPOs may either retake the CPO exam every three years or accrue the required 18 CEUs within each three-year period—which averages out to only 6 CEUs per year. At this year’s SEBWA Convention, 9 CEUs are available. To take the exam please complete the attached CPO Application Form (pdf) and submit it to IBWA (per instructions on the application). Payment is separate and should be submitted directly to the IBWA.

He started on a route truck and worked his way through the ranks and is now a Regional Manager for the entire Kentwood Region. He has extensive experience with Sales, Service, Marketing and Safety.  He has a proven method to increase sales off of the route trucks through a simple “Just Ask” process.  Andre is very creative and is responsible for putting together many successful contests and promotions in Kentwood Springs.  He is married and has 2 children and 1 grandchild.

Federal & State Legislative Update – Joe Doss, IBWA


IBWA President Joe Doss will provide an update on the many important legislative & regulatory issues confronting bottled water companies in 2014. He will also share his thoughts on the challenges and opportunities that our industry will face in the coming months and years.

Joseph K. Doss has served as President and CEO of the International Bottled Water Association (IBWA) in Alexandria, Virginia since 1999. He has extensive experience in association management, food and drug, government affairs, public relations and legal issues.  His previous positions include: Senior Vice President and Director of Public Affairs, Consumer Healthcare Products Association (formerly the Nonprescription Drug Manufacturers Association); Special Counsel at the law firm of Covington & Burling; Assistant General Counsel and Director of State Government Relations, Consumer Healthcare Products Association; Government Affairs Representative, National Stone Association; and Legislative Analyst, LEGI-SLATE of Congress.

Mr. Doss has a B.A. in government from The College of William and Mary and a J.D. from George Mason University School of Law.  He has completed an executive management course at the Center for Creative Leadership. Mr. Doss is a member of the Bar in Virginia and the District of Columbia. He serves on the Advisory Board of the Food and Drug Law Institute and is a member of the American Bar Association.

Fundamentals of Laboratory Instrumentation (1 CEU) – Steve Tischler, National Testing Laboratories


This one-hour course will explore the basic theory and operation of some of the most important analytical instruments used in a modern drinking water laboratory. Special attention will be paid to analytical methods specify to the bottled water industry. The main focus will be on instruments used to test physical factors, metals, inorganic ions, volitive organics, herbicides and pesticides. Attendees will gain a fundamental understanding of how these instruments operate, and how they analytical results are produced and interpreted.

Stephen R. Tischler, Vice President, has worked for National Testing Laboratories for ten years. Mr. Tischler is responsible for directing all sales, marketing, and lab operations. In addition, Mr. Tischler is responsible for operational and strategic planning. Prior to working with National Testing, Mr. Tischler worked in various senior management capacities in the chemical manufacturing, engineered plastics manufacturing and laboratory services industries. He has a B.S. in Chemistry from John Carroll Univ. (University Hts., Ohio) and an M.B.A. from Baldwin-Wallace College (Berea, Ohio).
